This is most likely due to a bug, but it looks like Capcom’s latest patch for Street Fighter V You have created a serious problem for a section of your community.
Update 3.05 introduced the fighter Dan Hibiki and included several modifications, one of them being related to sound. Specifically, the audio has been switched from stereo to mono, which has caused the inability to play the title to blind players.
This is because stereo sound is essential for people who do not have vision, as they can track the movements and position of the opponent if the audio is transmitted through two different channels. That is, if Ryu moves to the right, that sound will be transmitted through the right side of the headphones. Unfortunately, with audio in mono mode, this difference does not exist and renders this possibility useless as a guide for players.
A blind gamer from the competitive scene BlindWarriorSven, has shown on Twitter his discomfort about this situation. Also the user Yawniechan has shared his concern about the change introduced in the last patch.
Please, @streetfighter @capcomfighters or anybody else at Capcom. I just installed the new patch on my pc, went to training mode and discovered that all character sound effects like attacks, hits, jumps, block, voices etc are mono (centered).

These complaints have also been added BettyDots, a member of the FGC (Fighting Game Community) and urged the Japanese company to correct the error as soon as possible.

I play Street Fighter V with a lot of blind people and the new update has made all sounds in the game monophonic, making it impossible to distinguish the space between audio tracks. If not fixed, this would seriously harm all blind players. @CapcomUSA_ @StreetFighter We need you to fix this asap.
The truth, as we said at the beginning, is that everything is an error during the publication of the patch, since in the official notes no mention was made of any changes about it with sound.
Luckily, everything seems to be coming to fruition. This coming week, Capcom will release a new patch what will fix this problem in Street Fighter V. By the way, they will fix other errors related to the title.
