With the Leader Pass, Firaxis has announced a total of six new additional content for the strategy epic Sid Meier’s Civilization VI – and with today’s release of the “Rulers of England” package, we have actually come to the end.
The sixth and last DLC within the Leader Pass for Civilization VI is now available and thus finally rounds off the current content plans for the strategy epic. In the “Rulers of England” package, the collection of monarchs is expanded, because you can expect Elizabeth I of England, Harald Hardrade of Norway and Victoria of England.
Officially, the details of these new leaders read as follows:
Elisabeth I. (England)
Daughter of Henry VIII and Anne Boleyn, Elizabeth ascended the throne of England at the age of 25. Her reign is widely regarded as the Golden Age of English history. When Elizabeth was Queen, the Anglican Church was established as the nation’s official church, Sir Francis Drake triumphed over the Spanish Armada and major literary figures including William Shakespeare made Elizabethan theater an integral part of English culture that continues to this day has. In the game, Elizabeth I tries to own as many trade routes as possible. She favors civilizations that are trading partners with her cities.
New Ability: Drake’s Legacy
- England’s trade route capacity is increased by 2 after acquiring the first Grand Admiral.
- Trade routes to city-states grant +3 gold per special district in the city of origin.
- +100% yields when plundering trade routes.
Harald Hardråde (Waräger) (Norway)
Born into the Norwegian royal family, Harald Sigurdsson served in the army of King Olav II, which was defeated at the Battle of Stiklestad. He was exiled and fought as a mercenary in the Mediterranean and Middle East for many years. On his return to Norway he shared the rule with his nephew Magnus. Despite his eventful life as a great warrior and leader, Harald is probably best known for the defeat of his forces by King Harold II’s army in 1066, which prevented him from conquering England. Harald values the protection of city-states and dislikes civilizations that attack them.
New ability: Varangian Guard

Victoria – Dampfzeitalter (England)
Victoria, who became Queen at just 18, was the first English monarch to reside at Buckingham Palace. During her reign, the British Empire expanded to encompass almost a quarter of the world’s land area and population. At home, industrialization had a major impact on the society of the time, which can also be attributed to the steam-powered machines with which the emerging working class produced goods in hitherto unknown quantities. Through her Industrial Revolution agenda, Victoria seeks to promote industry. She likes civs that also focus on production.
New Ability: Steam Age
- +10% production in cities per industrial zone building.
- +2 production for all strategic resources.
