This new devkit carries as model name RR-MSK-2089 and is manufactured in China and Vietnam. Microsoft registered it on March 18, 2024. Otherwise, there is not much more information about it.
As for whether it will be a midgen model, we do not know, what is certain is that this development kit does not correspond to the current model, we can therefore exclude that it is of the development kit for the rumored white Xbox Series. Basically you don’t need a different kit than the Series X if the hardware is the same.
