The old control panel that Windows 10 users can access alongside the normal Settings app is a relic of past Windows days that many still use. Microsoft is currently planning to permanently remove the menu from the operating system.
Control Panel vs. Settings app
So far, the control panel exists as a leftover from Windows 7 in Windows 10 parallel to the normal settings app. This is also necessary because Microsoft has only gradually transferred individual functions of the control panel to the app since the introduction of the settings app with Windows 8.

What does Microsoft say? The Windows makers themselves have not yet officially commented on a possible abolition of the control panel with a future Windows 10 update.
It is therefore initially unclear whether and if so when Windows 10 users will actually have to do without the old control panel. In any case, both setting menus will still be available in the upcoming Windows 10 20H1 update.
