Selection of a country as head of state
When entering Democracy 4: Console Editionthe first decision you have to make is which country you want to lead. You can become the President/Prime Minister of the US, UK, Japan, France, Canada, Australia, Europe, Germany, Italy, and South Korea. Each country has a difficulty level of 5, and it would be helpful on earlier playthroughs if you stuck to countries like Canada, US, South Korea, Australia, or Germany, all of which are rated 2 stars or less. This will help you learn the game and be able to effectively lead 5 star difficulty countries like the UK and Japan.
Surround yourself with cabinet ministers who share your intentions
When you take over the leadership of a country, you inherit the cabinet ministers of the previous regime. These individuals have their own views and ideas about the direction of the government. If you so wish, it is up to you to appoint new cabinet ministers who align with your values. Or you can try to implement policy changes with the existing cabinet and see how things go.
There are seven cabinet ministers in office and their portfolios are law and order, public services, taxation, economic affairs, social affairs, foreign affairs and transport. How you deal with your cabinet ministers and policies can determine your tenure.
Introduction of new guidelines and amendment of existing guidelines
Much like inheriting cabinet ministers from your country’s previous head of state, your country has existing laws and policies that you can adapt and introduce new ones depending on the direction you want to take your leadership. You can spend political capital that you gain through your cabinet ministers. How much your ministers support your decisions will greatly affect how many changes you can make at any given time.
If you decide to make a lot of changes from the start and your cabinet members don’t fully support them, you may not be able to make the necessary changes as intended. However, having your cabinet behind your decisions is only part of your successful reign. The key to staying in power is getting people to vote for you, and you need to keep them on your side.
Satisfy most of your voters
Even if you may not have been elected when you begin your term, public opinion is the greatest barometer of success in Democracy 4: Console Edition. Every decision you make will have a positive impact on one type of voter and a negative impact on another. It’s impossible to please everyone all the time, but some opinions can be more powerful than others.
To ensure that your campaign and term in office are a success, there will be donors who will try to influence your decisions by continuing to support you if they like your leadership or threatening to withdraw their support if they don’t stand behind you. But these won’t be the only threats you’ll have to contend with.
As your course for the country takes shape, there may be people inside or outside the nation you rule who want to permanently remove you. This could mean threats of riots or even murder. Between these and random events like headlines and discussions, there are countless ways for the public to support or oppose you.

When you reach the end of your first term, it’s election time. Your public perception up to that point will be crucial to your re-election. But the public isn’t only interested in what you’ve done so far.
As the election approaches, you will be asked to confirm your manifesto. How you achieve these goals can make the difference between winning and losing. If you promise too little, it may not make a difference, but if you promise too much and don’t deliver, it can spell disaster in the polls.
