Tetsuya Nomura is always cryptic in his messages, but the latter may take the palm. If you have played Kingdom Hearts III and especially its DLC, you better read on, if it is not very likely that you will eat any major spoiler for both the title and the DLC Re: Mind.
The point is that in Kingdom Hearts III we were introduced to the world of Verum Rex upon entering the world of Toy Story. There, Verum Rex was a video game that was shown in a trailer that it reminded us too much of Final Fantasy versus XIII, one of the most bumpy developments that we remember and that ended up giving way to a complete review of the game, which ended up being Final Fantasy XV.
Beyond thinking it was a mere Easter Egg, Kingdom Hearts III hides a secret ending, where a melody very similar to that of the song by Noctis from Final Fantasy versus XIII begins to play, in addition Yozora is presented to us, a character very similar to Noctis himself and who seems to have more importance than just being a reference.
Kingdom Hearts III Re: Mind confirmed the importance of Yozora Being the secret final boss of the title, after the fight we unlock a scene that reminds us too much of one of the Final Fantasy versus XIII trailers. Tetsuya Nomura was the director of the title while it was in development and from all these references it is clear that it hurt to leave it in the hands of Hajime Tabata, so is it possible that he is recovering the idea in the form of a new Kingdom Hearts?
Tetusya Nomura has been asked about all these references and if Kingdom Hearts III and Final Fantasy versus XIII are connected somehow, to which the Japanese had a most interesting response.

About the "unexpected development" we can guess that it refers to the development of a video game that fans do not expect, perhaps it is a Final Fantasy versus XIII adapted to the content of Verum Rex, or what would be the same, a Kingdom Hearts installment focused on Yozora and her story, to get as close as possible to the idea Nomura had in mind for Final Fantasy versus XIII.
This theory is very crazy, but with the Japanese creative you never know. The future of the Kingdom Hearts saga is more uncertain than ever and few of us know what will happen or what will be the next great game on the way. What is clear is that Tetsuya Nomura has a lot of work ahead, since this development is added to that of Final Fantasy VII Remake, which we still do not know how many parts will have.
