In fact, you won’t be able to complete the Dog Eat Dog quest until you do this Completed the entire Evelyn arc during Act 2. If you have just started a game, this means that you must first complete Act 1 (which serves as an introduction to the game) and then follow the entire quest sequence surrounding Evelyn, which ends with an interaction with the Voodoo boys in the Pacifica district. Typically, you’ll know you’ve completed Evelyn’s entire story arc when you talk to Evelyn for a bit Johnny Silverhand which corresponds to part of the quest “Tapeworm”. Once Evelyn’s act and the conversation with Johnny are over, it shouldn’t take long before you are contacted by a specific person songbirdwhich triggers the quest Dog eats dog.
Note that at the start of the Phantom Liberty DLC you will need to complete a few quests before you can regain your freedom. However, once this moment passes, Nothing will stop you from returning to Night City and continuing the rest of your quests even before completing Phantom Liberty. Furthermore, story-wise, there isn’t necessarily a better time than another to do the DLC, as it fits in very well with the rest of the adventure. So you might as well do this at the end of Evelyn’s arc, or wait until you reach the point of no return in the base game, for example. Phantom Liberty is a DLC that comes with its own ending, but depending on your choices can also add a bonus ending to the entire game. So don’t panic, you can actually run the DLC anytime as long as you unlock access to it.
Once you start the quest Dog eats dogfollow the quest marker until you find yourself just outside the border of Dog City. You will quickly notice that the latter is well guarded and it is not as easy to get into as in the other districts of Night City. Keep going until the quest objective changes and start searching songbird before it is interrupted by the intervention of the Relic chip. You then meet Songbird, who tells you a little more about him and his problems.
Once your little conversation is over, you can already enjoy one of the new features of Phantom Liberty: the new Bonus tree dedicated to the relic. Take the time to read the upgrades and spend your first point if you want, then follow Songbird the rest of the way. You should land next to some dumpsters and an iron gate. Go into the dumpster to get to the other side, then sneak between (or eliminate) the guards until you arrive in front of a half-open garage door. Go inside, go through the hole in the wall and use the action button next to the metal on the floor to press it and jump deeper.
Enter the new room and scan it generator at the very end of the latter, before activating it by pressing the button. So you can go back a little bit and you Connect to the hotspot. Leave the room and get in platform to join Songbird. From here, simply follow your quest marker and use the wrecked cars to climb the various platforms to reach the top of the area. Continue following Songbird until you reach an elevator and take it. A few meters further you finally reach the Dogtown Black Market.
If you wish, you can take the opportunity to purchase new weapons or equipment from the various merchants in the area. However, note that Once you have regained your freedom of movement, you can return here at any timeafter the introduction of Phantom Liberty. When you’re ready to leave, follow your quest marker out of the black market and meet Songbird outside.
After chatting with her briefly, go to the end of the hallway outside and follow your quest marker. You should go through a few doors and climb a ladder before you see one platform deeper in front of you. Unfortunately, the current is not enough to reduce the value to your level. A nearby fuse box will do the rest. Finally, take the famous platform and climb to the top of the construction site. Songbird then shows you the plane she is in… before it is attacked by a missile. Slide down the pipe to return to the ground and the Dog Eat Dog quest ends, making way for Hole in the Sky.
