In order for a villager to leave the island, the owner will have to completely ignore it for several days. This involves interacting with every other neighbor except for the one we want to leave the island.
At some point, said villager will come to the player to inform him that he wants to move to another place and will ask for his opinion on the matter, to which he must reply that it seems good to him and the villager will begin the process of moving.
The next day the villager's house will be full of boxes prepared for the move. This is the time when the person who wants the villager should visit the island and talk to him, to offer him hospitality from his island.
