In the latest State of the Game livestream for The Division 2, community developer Chris Gansler talked about what changes the game was making Title Update 9.1 will get. Patch 9.1 is scheduled for release in mid / late May.
Many issues that are currently giving players a headache should then be resolved – but one of the biggest problems remains for the time being.

Delta errors: For some time now, these errors have caused annoying disconnections for many players. According to the developers, Asian servers are particularly affected, but players worldwide are not spared.
The developers have already made changes to the backend, which should have improved the situation slightly. Ubisoft is still looking for the source of the problems. However, this should be found as soon as possible because the delta errors are currently the top priority for developers.
Better performance: Especially in the Dark Zone – the PvP area of The Division 2 – there are currently violent drops in the refresh rate. According to the developers, a first version of a fix for this problem has now been completed. This is due to appear in Title Update 9.1 in May.
Opponents too powerful: Also with TU 9.1, fights against enemy NPCs should be fairer – these are not only too aggressive at the moment, but also too accurate. They also throw their grenades too perfectly – with the upcoming patch, Ubisoft will also tackle these problems.
Raid 2 is still a long time coming
Ubisoft does not yet have a solution for the biggest problem: The game currently simply lacks fresh content. Although the expansion The Warlords of New York was released just two months ago and was therefore still relatively fresh, there has been no new content since then – and the addon itself is running out of steam in the endgame, as our test shows:

The community is therefore eagerly awaiting the coming second raid, which fans have only known under the name "The Foundry". The raid, in which up to eight players can participate, was originally supposed to appear in October 2019.
But half a year later, Raid 2 still seems far away: As the developer revealed in the stream, the raid is definitely intended still in spring appear. However, since Ubisoft wants to inform its players in good time before its release so that they can still farm suitable equipment, a release with Update 9.1 seems impossible. The most realistic time is likely to be the title update in June – if it appears in mid-June, Ubisoft could thus keep the promised spring release.
