Some pokemon they have changed their design from their original image, as is the case with Hitmontop and, even, some had strange intermediate developments such as Psyduck and Golduck. Others, like Doduo had a pre-evolution that was removed due to inconsistencies in its own history.
In this case, the reason for elimination was the number of heads, that happened to be three in the pre-evolution, two in Doduo and three again in Dodrio. Indeed, this type of inconsistency makes it difficult to understand the evolutionary line and ends up creating more questions than answers. In fact, we even have our own theory about it after seeing the post by DrLavaYT.
Lost Pokemon of the Day: Hināzu (baby Doduo)
First revealed when Gold & Silver's 1997 demo leaked in 2018, Hināzu was a dual-type Normal & Flying baby Pokemon that evolved into Doduo at level 16.

As with cuckoo pups, could it not be that one of the young perished by competition of the other two, even though they are sisters in this case? They could be other reasons, but the constant change of heads could be a characteristic of the evolutionary line of these birds. What do you think?
