It seems that the world map of Red Dead Redemption 2 may include Mexico somewhere.

In the original Wilderness Redemption, Mexico played an important role in the story and changed the landscape of the main game. Red Dead Redemption 2 It was not brought back to Mexico, but this was not always the case.

GTA forum member VideoTech UK delved into the game's files to see if any references could be found about Mexico. Data miners used version 1.0 of the PS4 port, and to their surprise, it found 3D models of different towns in Mexico.

These models are very simple and may be intended to control the overall layout. The model appears at the lowest level of detail detail available without reference to higher quality assets, which is the basis of what the player ultimately sees. In some cases, Rockstar left some textures for these towns in the game files.

It would make more sense if Mexico did indeed go to Red Dead Online, but it seemed strange to add such a large content and limit it to the online part only.
