You can start the It’s a Long Story sub-story in Like a Dragon Ishin when you are in Fushimithis is the area you are in for Chapter 2.

To meet Sakiko, head south from Yashikimachi and turn right at the Woodcutting activity:

It’s near the public baths that you visit in Chapter 2.

As you get closer to Sakiko, the cutscene will start where she scares her friend by talking too much. Then interact with Sakiko and choose to listen to it to start this series of side quests.
