You can start the It’s a Long Story sub-story in Like a Dragon Ishin when you are in Fushimithis is the area you are in for Chapter 2.
To meet Sakiko, head south from Yashikimachi and turn right at the Woodcutting activity:
As you get closer to Sakiko, the cutscene will start where she scares her friend by talking too much. Then interact with Sakiko and choose to listen to it to start this series of side quests.

As previously mentioned, Sakiko will interrogate you when she finished telling her story to see if you were listening. If you get all the right answersyou go win a valuable reward. You can choose to listen to the story, it’s pretty wholesome and makes you love Sakiko.
