Manor Lords will be released on Friday April 26 according to its Steam Store page. Keep in mind that the game is in Early Access, so some aspects of the game are subject to change as development continues.
As for the exact release time of Manor Lords, it should be available during the Steam Store refresh on Friday, April 26. The Steam Store usually updates at:

Is Manor Lords coming to Xbox Game Pass?
Yes, the Manor Lords will come PC Game Pass from day one when it launches into Early Access on Friday, April 26.
This was revealed during the Xbox Partner Preview showcase in October 2023, with the Manor Lords release date trailer confirming the date. Although the accompanying Manor Lords Xbox Wire article confirmed that the game would be coming to consoles, that specific release date is unknown at the time of writing.
