Unique to the Protagonist, Joker has what’s called the “Wild Card” ability, allowing him to wield multiple Personas at once. Creating a diverse team allows you to effectively exploit the elemental weaknesses of any opponent that comes your way in Persona 5 Royal. Depending on your active Persona (the first in your party list), they also provide Joker with new resistances and weaknesses.
We won’t detail every Persona and their potential merges in this guide. Instead, we provide guidance on best Personas and get them. Just remember that you can only change Joker Personas. All other Phantom Thieves are locked to a set Persona, but can progress to Tiers 2 and 3 by advancing through each Thief’s Social Link.

How Persona 5 Royal’s Fusion works in the Velvet Room
The fastest way to acquire new Personas is to negotiate with them to join your party during combat. However, the Velvet Room in Persona 5 Royal allows you to create new Personas and strengthen existing ones by sacrificing others. The number of combinations is overwhelming, but you can see the likely outcome in advance, and you can only merge Personas stronger than Joker’s own level.
Beyond the standard fusions between two Personas, Royal grants access to a “group guillotine”, allowing you to fuse three or more Personas at once. This is unlocked through Caroline and Justine’s Social Link, which involves bringing them a Persona set with specific abilities. The Guillotine party unlocks at Rank 1, and at Rank 8 you will receive the “Guillotine Booster” for fusing more than four Personas.
Fusing Personas is also where your Confidant social rank comes into play. Each Persona is tied to an Arcana, and each Confidant represents an Arcana. For example, if Ann’s (Lovers Arcana) Social Link is Rank 8, the Lovers Arcana Personas will receive much more power than the Arcana Personas you have otherwise overlooked. Some of the best Personas are only obtained through Fusion once you max out a Social Link.
Either way, it’s possible to create much more powerful Personas than you’ll otherwise find in the wild. Fused Personas can also inherit certain abilities from their “parents” in this process, and you will be able to select which ones. So, with a little tinkering, you can create well-rounded results.
If you are having trouble finding one of the required source Personas, you may be able to merge other people’s that you have. see the “Merge by Result” section in the Velvet Room. Finding them in Mementos is easier to achieve on higher difficulties because you’re more likely to stun rather than outright kill enemies, making it easier to acquire their Persona. You can adjust the difficulty level at any time.
How to create the best Personas through fusion in Persona 5 Royal
Excluding Personas obtained through DLC, Satanael is the strongest Persona in the game, offering the highest raw stats and resistances across the board. Unfortunately, it can only be unlocked during New Game+. If you don’t feel like spending around 120 hours doing all of this again, there are plenty of alternatives that still pack a significant punch.
Persona 5 introduced several new elemental attacks missing in Persona 3 or Persona 4, which remain unchanged in Royal. In exchange, you are no longer completely immune to particular elements, but you can still greatly improve Joker. Choose a target Persona with many natural immunities that can be formed by merging three or more Personas; Yoshitsune, Kohyru or Black Frost are good examples.
Next, we suggest finding other Personas with skill-based passive immunities that are hereditary and cover the gaps: Black Frost has no resistance against Electric damage, but Barong’s Null Electric or Mot’s Repel Electric can fill that gap . The final merge will depend on several factors, including your base Persona level and Arcana rank, so your results may vary.
We recommend spending time in the lower parts of Mementos when it’s raining. More enemy reinforcements are on the way, but rare items, including skill cards, can also be found. There’s a lot to consider, some of which unfortunately depends on luck, but the results of Fusion are worth it.
What is the Velvet Room Fusion alarm in Persona 5 Royal?
Persona 5 Royal contains an exclusive new feature, Fusion Alarms. Introduced after securing a route to the treasure of the Third Palace, this event occurs randomly after winning battles but also manually through Chihaya Mifune. After reaching Rank 8, request a Celestial Reading for ¥20,000 to trigger the alarm. When activated, Joker indicates that he feels uneasy, and the cell door to the Velvet Room glows red.
Once inside, you can ask to deactivate this option by speaking with Justine, but don’t rush. Performing fusions during an alarm gives your Persona further stat boosts as well as different skills and more skill inheritance slots. If you fuse a Treasure Demon during this time, it is treated as five levels higher than usual, providing a significant power boost.
However, this also has its risks. Your first fused Persona during the alarm is indicated by a gold name; if you try to merge it again, there is a high chance of causing a merge crash. If this happens, your intended Persona will have a different skill set and the alarm will end.
