THE correct grandfather clock time actually seems tied to the difficulty you’re playing on, so it won’t be the same for everyone’s first playthrough.

How to Solve the Grandfather Clock Exact Time Puzzle in Resident Evil 4
You can get the correct time for the grandfather clocks by picking up the Bunch of Keys item from the library next to the first clock, then finding the “Hastily Written Note”
Interesting way, the correct time for the grandfather clock puzzle seems to be related to the difficulty you are playing on.
We had the same time written in the 24-hour clock system while playing four times on Assisted and Standard difficulty, but in Hardcore the time was written in Roman numerals and was a completely different solution.
It’s possible that the Hardcore and Professional solutions are actually randomized, and if that turns out to be the case, try the two solutions below, and if that doesn’t work, you’ll need to fetch the ‘Hastily Written Note’ at the place.
Our Resident Evil 4 walkthrough can help you through the village with guides on the Large and Small Cave Shrine puzzle solutions, the Church Dial puzzle, and the Del Lago, El Gigante, and Méndez bosses. When you reach the castle you have to tackle the treasure sword, the four slot wall, the dining hall bell and the exact time of the grandfather clock, as well as the dungeon Garrador, to two giants and to the bosses of Ramón Salazar. The island is next, and there are still puzzles with calibration puzzles, keycard locations and a hidden key, as well as the final bosses Krauser and Sadler.
So if you play on Assisted or Standardthe solution of the clock puzzle in Resident Evil 4 is 11:04. Put the small hand on 11 (XI) and the big hand on 4 (the dash before the “I”).
We didn’t do this section on Professional, but the clock puzzle solution for us on Hardcore was VII XII. Put the small hand at seven (VII) and the big hand at 12 (XII).
You will still need to go through the library after getting the Salazar Family Insignia, but the secret wall to the right of the elevator will be open and you can go to the room where you need to use the insignia this way, instead to use the elevator.
