Fortunately, there was a solution to this problem, although Apple barely confirmed the solution to this problem.

From time to time, Apple updates its iCloud terms and conditions. This could be when installing an operating system or when they implement new features for users. If you do not accept them, iCloud may stop working properly on your devices
Fortunately, the error did not result in any actual data lossso it was just an iCloud issue in terms of turning off the switch in the settings in that section of the Apple cloud. The support document explains that you can do the following:
- Open the Settings app and tap your name

- Make sure the sync option is enabled
- Check the Notes app
If you do not see the notes, it is necessary to restart the iPhone, iPad or Apple Vision Pro that presents this problem. Then Apple recommends checking the settings again. In a few seconds, notes will start appearing and syncing again.
This error was detected on an old iPhone close to my home environment in what days before new conditions have been accepted and iCloud conditions, After a few days, the notes were “deleted” from the device. In the same way as Apple explains, this information can be retrieved. The most curious thing is that this happened on an iPhone 8, a device that no longer updates to iOS 18. In my personal case, I did not receive any notification from Apple regarding the terms and conditions.
Mistakes made by Apple in recent months
Before iOS 18, specifically in iOS 17.5, there was a major bug that “resurrected” old deleted photos from various devices. The problem lay in internal changes in the Photos app which caused indexing of content libraries. Apple fixed the issue with an update stating that It was a “corrupt database”.
The error was very rare and fortunately affected few users and a limited number of photos. Supposedly, The photos were not completely deleted and when switching to another device they appeared again and all because they did not sync with iCloud.
