With the release of iOS 13, Apple ditched the iPhone 6, iPhone 5s, iPad Air, iPad Mini 2 and 3, and the 6th generation iPod touch. Apple claims this update was released to address some security issues that could be exploited due to its nature and is only available for all devices that have not been updated to iOS 13 and stayed on iOS 12.
