But even if Elon Musk decided to create a mobile brand to be able to control the inclusion of Twitter in them, he would have to create an operating system from scratch, or buy one compatible with Android, because starting an ecosystem without applications is little less than suicide, even for someone with your resources. A variant of Android such as Amazon’s Fire OS could be an option, but even Elon said he hopes it doesn’t come to that.
