When we talk about downloading photos with Google Photos, the most common thing to do is use your website or application. However, the same process can be done on Google Takeout, that Google page keep all our service information and that allows you to download them.
Reuse users On Twitter showed that, in the month of November, the Takeout program suffered a nuisance which caused other people's videos to appear in downloaded files in Google Photos.

Some videos from Google Photos are accidentally imported into other users' files. That is, when downloading data from Takeout, instead of getting all their videos, other users receive videos from third parties. This bug only affected users sharing their videos between November 21 and 25, 2019.

Details have been made public by these users, who have participated in a a statement issued by Google in which he reported a technical error. Similarly, Google transferred this information to 9to5Google.
"We are notifying people of a mistake that might have affected Google Getout users from removing their content from Google Photos between November 21 and 25. These users may have received an incomplete file, or videos – no photos – that they did not own. We have solved the problem and have resolved We are doing a lot of research to help prevent this from happening again.
From Google, silence is called, meaning the bug only affected 0.01% of its users. We have partnered with Google to increase this information and will update us upon receiving feedback.
