As can be read on the Android site, “Once a device has an operating system update pending user approval, users receive a push notification indicating the new features and prompting them to upgrade.”
This feature will be available for Android device manufacturers and to implement it will require that are compatible with Google Mobile Services.

If the device in question uses Google OTAs, this notification may be automatically activated when it detects that an important update is pending. And if not, It will depend on the manufacturer to send it to its users, being able to customize the invitation– With features specific to your layer, removing irrelevant features, updating language or changing parts to match your brand.
