It actually happened by accident during some software testing Find My Mobile Phone installed on your smartphones though Samsung has spammed in the center of the world with curious notification which just seemed magical on every Korean mobile carrier, or at least on all those that had a tracking application that worked.
The Verge Group was one of the first to tell the news, as its editorial director Dieter Bohn also found the surprise notification when you simply read "1" in the title with another "1" below the text:
Huh girl and I had the same experience of the Samsung push: his Note 10+ and my Galaxy Z Flip were each alerted at the notice of Get My Portable. When you touched it, it disappeared. Samsung accounts are different for each phone.

Obviously All types of Samsung smartphones are available at least in the United States, and we have user reports with the Galaxy Note 10+, some middle and lower grades and some with the new, unlocked Gloud Z Flip spam Samsung free.
Samsung's weren't there for the first time sending strange notifications to its users, last year it happened on OnePlus and mistakenly with confusing text and Chinese characters, but Surprisingly, these things continue to happen considering the high standards used in the industry.
It might be some assessment of the outcome of the disaster, so If you accept it, nothing happens, don't be afraid, you can simply remove it and continue using the mobile phone until Samsung gives us an explanation what happened. There is currently no official communication about it, but here we confirm that we have also received a notification on our Galaxy Note10 +.
