@AppleSupport Since upgrading my iPhone 11 Pro and iPad Air 2 to 13.4 I can no longer deal with the old IP running iOS 9, one my elderly grandmother uses during this difficult time. Just says "connect", thx of that Apple is really a repair ASAP. #CoronaLockdown

Apple's recommendation
Usually, Apple recommends that users who can make FaceTime video calls update their devices to a new version of the software. However, older models of iPhone and iPad they are only allowed to upgrade to iOS 9.3.5 or iOS 9.3.6Therefore, these users do not have the ability to use the SpaceTime video call functionality as their devices are depleted.
However, it should be noted that the error only affects iOS 13.4, iPadOS 13.4 and MacOS 10.15.3 (via Macrumors). In other words, the iPhone with iOS 13.3.1 can continue to make video calls with the iPhone running iOS 9.3.5.
Hopefully, it's just a bug with simple solutions and not a deliberate bug by Apple software engineers.
