If the software requirements are met but the process does not work, Apple recommends review some steps before rejecting the restore. The first of them check wifi connection. Specifically, Apple says to try to use a 2.4 GHz network instead of 5 GHz and to avoid 802.1X or captive Wi-Fi networks, such as those in public places.
Another possible situation during the repair consider that if a red exclamation mark appears on Apple Watch you have to press the side button twice and follow the instructions described above.
