Shinra is one of the youngest scientists to appear in Final Fantasy X-2
Kazushige Nojima, writer of both Final Fantasy X-2 and Final Fantasy VII Remake, as well as Motomu Toriyama, director of Final Fantasy X and co-director of Final Fantasy VII Remake, are two key pieces in both universes and their participation in the latter together with this Easter Egg may have given us the clue we needed for confirmation.

As we see in the Tweet of All Games Delta, Final Fantasy X-2's tiny Shinra appears somewhat larger in an image commemorating the founding members of Shinra, the Final Fantasy VII electricity company, in one of the paintings that we can see during the protagonists' visit to the Shinra tower during Final Fantasy VII Remake.
