Words have meaning
The context in which this answer was published and the way CD Projekt RED phrased it suggest several things. The fact that the Polish studio did not release its news at the same time as Sony, but a few hours later, suggests that it did not necessarily know that the Japanese manufacturer would make such an announcement. And so it took him a long time to prepare his answer.
At the same time explains the fact that the studio “A decision has been made” and not “We made the decision“suggests that the decision to remove the game from PlayStation Store was made unilaterally by Sony.
