No wonder: The development of the main game is actually already finished and so you want to do the same with Cyberpunk 2077 with the additional expansions as with The Witcher 3: Wild Hunt.

In an investor Q&A (via VGC), the president of CD Projekt Red Adam Kicinski revealed that Cyberpunk 2077 should get "no less DLCs" than The Witcher 3. The developer learned his lessons from the finale about the witcher Geralt von Riva and decided to pursue a DLC policy similar to that of Wild Hunt.
Hearts of Stone and Blood and Wine were two extensive story extensions developed for The Witcher 3, while the game was expanded with 16 DLC packages. They mainly contained new armor and weapons, cosmetic items, own quests and a new game plus mode.
Except for Hearts of Stone and Blood and Wine, almost all DLCs for The Witcher 3 were available for free – which was well received by fans. In our tests for the two story expansions (Hearts of Stone here and Blood and Wine here), we couldn't avoid distributing top scores: CD Projekt Red was currently betting on The Witcher 3 new standards for video game DLCs.

What fans of Cyberpunk DLCs can expect
According to CD Projekt Red, we can expect at least as many DLCs for Cyberpunk 2077 as for The Witcher 3. So that would be two major story expansions and 16 smaller DLC packages, which focus primarily on equipment and cosmetic items.
That does not necessarily mean that CD Projekt Red uses exactly the same number and distribution for Cyberpunk 2077. It also remains open how the quality and scope of the extensions planned for Cyberpunk 2077 will ultimately turn out.

At the beginning of the year, Cyberpunk 2077 was postponed to September 17, 2020 after the role-playing game was originally scheduled to appear in April. This was "necessary" for CD Projekt Red to ensure that Cyberpunk 2077 met the quality standards of the developer and the fans.
According to CD Projekt Red, Cyberpunk 2077 is actually already fully developed. However, the additional months are primarily intended to be used to polishing the technology and eliminating any bugs. It is by no means unusual for the video game industry to work on DLC extensions for post-launch in parallel.
In addition to the DLC info, this indicates that CD Projekt Red can actually meet the planned release date of Cyberpunk 2077. Not a matter of course after the corona virus and the resulting measures already caused production bottlenecks, canceled events and postponements of the release.
