How does the Damage Shield work? Basically, the effect of the Damage Shield is simple: the ricochet anti-cheat system continues to monitor all ongoing matches and looks out for suspicious behavior. If a cheater is identified, the new system does not just mean a simple ban. Rather, you leave the unfair contemporaries a bit taste of your own medicine.
Because all honest teammates who are fired at by the cheater receive the Damage Shield. As a result, they can no longer take critical hits, making them much more difficult to defeat. The chances of winning the game are drastically reduced for those affected.

Will this affect fair matches? No, according to the developer contribution in the official Warzone blog, the system is supposed to work so reliably that there is no confusion. So you don’t have to worry that your opponent will accidentally get a damage shield, even though everything is going right.
Above all, Ricochet’s ability to analyze and evaluate the processes in the game and to learn from them should ensure this in order to avoid false detections:
