Hunters are all level 40, so it's hard to take them off, and you need to complete a series of missions to find them. To find these hunters, You need to complete each of the following steps in order. It is also a good idea to carry a decent ranged weapon, as there are several carefully hidden boxes to shoot at.

To find the fuse, Two bridges. You'll see a large gray crate in front of the pizzeria, so climb up to it and look at the brick building behind the green shed. Go in, there is a gray filing cabinet in the back of the room, and there is another fuse box, so just pick up the spare fuse.
Return to the laundry and place the fuse in the fuse box. Back at washing machine 23, after interacting with the washing machine, it will put down the key you guessed – Apartment 23. Get out of this room and find the room on the stairs on the right. There are a lot of letters and numbers on the wall you can interact with, and a few boxes next to it.
After interacting with the numbers, you will enter the red brick building south of the laundry. Looking up, you can see that the falling rope can be shot out, which can zoom the building. Reach the top, then follow the steps on your right, then over the roof. You can break the metal gr bar into a bridge before climbing the stairs. You will see a yellow box hanging in the air, so keep shooting to get the loot.

This will open the grey door, so enter inside. There are several boxes to open, but in the end you will encounter a corpse with the strange pathological word "Boldly close to you" written on the wall.
