For this quest you defined two places on the map where you can bury the garden gnome. The first of these locations is Retail Row. Once in town you need to go to Northwest House. You can bury the dwarf at the foot of the tree.
The second place you can bury a garden gnome is Pleasant Park. This time you have to go to the southern part of the city on the border with the soccer field. You can bury your garden gnome at the foot of a bench.
