Lucario’s top choices are Quick Attack and Meteor Mash. The latter may be tempting, but a quick attack gives you a better advantage in the early stages. Speed seems to be redundant, but assuming the first action touches, it will hit twice.

Cinderace is an all-rounder, and you can build in many ways. In other words, Ember is always your best choice for the first step. It is more powerful than Low Kick and provides Cinderace with some much-needed range.
Blaze Kick has a longer range, knocks back opponents, and can even increase your speed after upgrading. The best part is to let Cinderace dominate the range with fast basic attacks. Fainting gives you a better chance of surviving one-on-one encounters. So far, your movement is stable and strong enough, so supporting movement is a better choice.

However, without any conditions that might hinder its effectiveness, the pursuit is easier to achieve, just like Night Slash suffered.
