Warframe will start the »New War« at the end of March 2020. Then the enemy sentients begin their offensive against the Origin system, which you have to defend. Operation Scarlet Spear is kicking off Operations in which eight players have to work together.
The team announced the upcoming release with the trailer embedded above, in which Little Duck informed you about the upcoming mission. So the operation is an attempt to stop the sentients while they are still gathering in the Proxima Veil.

How to start the event: You need to speak to Little Duck in the Tenno Relay on Earth. To do this you need at least a championship rank of 3. You can also exchange the event currency after you have done your work.
The sequence
Two teams of four players work together using the Squad Link function. That means that they can influence each other's missions. The developer detailed the exact procedure and the rewards beforehand.
In Operation Scarlet Spear, this boils down to a Railjack team infiltrating a giant Sentient Murex ship while a task force is on the planet's surface defends itself against a house-high boss.

What about the Sentient?
The background story of Warframe is somewhat opaque and is largely told only in Codex entries. It is mainly about the Orokin: an empire that ruled the universe long before the events of the game.
The created mechanical engineeringto expand their empire further. But instead of following the orders of their masters, the artificial life form developed an awareness and thus became the Sentient. At the same time, I'm also worried about Operation Scarlet Spear. The reason: it's just an event. Since the announcement of Digital Extremes no longer relied so much on modular gameplay elements, but rather on merging the game into one big whole, they did the opposite: they gave us more sections that were visited once for the rewards and afterwards never touches again. I fear that Squad-Link could suffer a similar fate.
