No, CD Projekt RED is not lazy about the next-gen upgrade of The Witcher 3: Wild Hunt. On the contrary, there is actually another patch in sight.
CDPR actually announced another patch for The Witcher 3: Wild Hunt today. The same should be released shortly for PC, Xbox and Playstation and, above all, it will improve the stability and performance of the game.
On the PC, the processor cores in particular should be better utilized by the DirectX 12 version, while the performance mode on the consoles gets a kick in the butt. Added to this are some visual overhauls and fixes for the last few quest bugs.

ON PC

Improved usage of CPU cores in the DX 12 version.

Horizon-based ambient occlusion restored. Players who had their Ambient Occlusion disabled will need to disable it again. You can find this under Options → Video → Graphics.

Fixed an issue where the “My Rewards” section was not localized in REDlauncher.

Fixed an issue that caused the Toussaint landscape to flicker when NVIDIA HairWorks was enabled.

Fixed a bug with particle optimization that could temporarily cause the game to stutter.
