The old control panel that Windows 10 users can access alongside the normal Settings app is a relic of past Windows days that many still use. Microsoft is currently planning to permanently remove the menu from the operating system.
Control Panel vs. Settings app
So far, the control panel exists as a leftover from Windows 7 in Windows 10 parallel to the normal settings app. This is also necessary because Microsoft has only gradually transferred individual functions of the control panel to the app since the introduction of the settings app with Windows 8.
Notice of deletion of the control panel: However, programmer and Thurrott editor Rafael Rivera has discovered something that could indicate an end to the coexistence of both features.
Using a tool he developed himself, he was able to check the preview build 19587 of Windows 10 for changes to the feature pool and find out that the control panel is marked as an inactive feature (via onmsft):
As seen in build 19587 – New velocity, HideSystemControlPanel (vso / tfs 25175482). Looks like Microsoft is working to kill {BB06C0E4-D293-4f75-8A90-CB05B6477EEE}

»Get the settings app ready first«
The Windows community, meanwhile, is not very enthusiastic about the possible end of the control panel. Various Windows 10 users leave theirs Frustration with the hermaphrodite from the control panel and the settings app on reddit free run and especially criticize the lack of overview of the app and missing functionshow to open multiple settings windows at the same time:
Plus you can have multiple control panel windows open. Settings is single instance.

What does Microsoft say? The Windows makers themselves have not yet officially commented on a possible abolition of the control panel with a future Windows 10 update.
It is therefore initially unclear whether and if so when Windows 10 users will actually have to do without the old control panel. In any case, both setting menus will still be available in the upcoming Windows 10 20H1 update.
