It turns out that because they’re so good, some of the Bethesda developers working on Skyrim did make a conscious decision to unhook and hide content that had to be removed from the game, but not remove it from the game. Completely removed from the game files, hopefully modders will eventually discover it.
As with any big, ambitious game, there’s a lot that didn’t quite make it into the actual version of Skyrim, but was later resurrected by modders, who didn’t feel the same pressure to finish and release the full game once development reached a certain point. The developers of Skyrim will be in a state where it will be as playable as possible. The Arena at Windhelm is one example that immediately comes to mind, but I’m sure there are others I know nothing about.

Well, interestingly enough, the developers secretly left some files in the game that let modders know about something like this.this comes from Former Bethesda developer Joel BurgessIn an interview at the C3 modding showcase, he also worked on Skyrim, as well as multiple Fallout games and Oblivion.
