The Pokémon design has its mystery and some fans have created theories with the help of creatures like Cramorant or have been somewhat surprised at Farfetch’d’s origins. However and contrary to what many think, Hoothoot is not a single-legged Pokémon, but has two as witnessed @DrLavYT on Twitter.
If you look at the video that is shared with the post, you will see that Hoothoot has two legs as soon as he takes flight and it's so fast changing them that we don't even realize that he has done it. For some, it was certainly a given on to have assumed that Hoothoot had a leg, although as it is evident, the reality is much more different.
