During Rare's heyday when he developed titles like the classics GoldenEye 007, the company also created its own original series titled Perfect Dark, which featured new and interesting characters, but which were inspired by third-party series.
In a new interview with Nintendo Life, the former developer of RareBrett Jones explained a bit about the previous works that inspired the universe of Perfect Dark, including the popular Ghost In The Shell.

We had all been enjoying Ghost In The Shell and Sylvester Stallone's film, Judge Dredd; we had a lot of influence from them. We were strongly influenced by the first things in the anime. Even Joanna's outfit is almost directly ripped from Ghost In The Shell. Also, the leather outfit was inspired by Mrs Peel from The Avengers, and the dragon dress used the Killer Instinct dragon design.
Later speaking specifically about Joanna as a character, Jones revealed that she was taken directly from actress Winona Ryder:
It was completely based on Winona Ryder. I was collecting images of faces, I had a massive collection of reference images and we chose it. She had this great pixie haircut and fulfilled the look of what we wanted Joanna to be.
