Now, in a recent interview with Siliconera, Tsuchiya made it clear of the delay, expressing just how much she was "deeply concerned" about public service:

Regarding the video message released, it was a request made by the Mega Man team at Capcom USA:
We never take this kind of route to Japan, so we were skeptical of the idea. However, it seems that our feelings have reached Mega Man community about this video, and we're glad we agreed to do it. For this reason, we would also like to express our appreciation to Mega Man team at Capcom USA for their proposal.
