The truth is that the true identity of Shy Guy has always been a mystery and has not been officially revealed in the history or games of the franchise. Beneath their iconic white mask with black eyes, the Shy Guys are believed to simply be mysterious creatures with no distinctive facial features. The Mario movie offers no more lore here.
Within the context of the games, Shy Guys are common enemies that appear in various levels and have different roles depending on the game. They are generally shy and avoid direct eye contact with players. Beyond that, however, no detailed information about his actual appearance or identity is provided. Maybe in the next Mario movie?
In some animations their mask falls off, but their face has never been seen.
