In this case, Nintendo has confirmed details about Jairo and his store Armory Todotinta:
The latest report deals with the new Armería Todotinta store that Jairo opened. This new store is located in the City of Tintelia and offers the same high level of customer service as the other two. Jairo’s extensive knowledge of weapons and his keen eye are still unmatched.
To ensure this new flagship store takes off, Jairo himself acts as store manager and directly shares his passion for guns with customers.
To buy weapons, you need licenses from Jairo, as this new location of Todotinta Armory does not accept cash. You get those precious licenses by participating in battles and ranking up, but also by using the same weapon for a certain period of time. A Jairus license can only be exchanged for a weapon that matches his rank.
One thing that hasn’t changed compared to the other two Blackout Armory locations is that you can still test the weapon before you buy it.
To purchase Buki, you need a “Bukichi License” instead of money.
You can get it by fighting battles and raising your rank, or by using the same weapon.
One Bukichi License can be exchanged for one Buki that matches your rank.
