Based on our testing, Basculin evolved when carried around At least 260-300 recoil damage. To evolve yours, bring your Basculin to an area with weaker Pokemon and take advantage of it wave crash
The recoil damage doesn’t have to come within a fight, so you can heal your Basculin as needed.
Explanation of our methods
Strangely, the amount it took before we could evolve it was different in three tests.
Our first two basculins were male and the third female. We didn’t use strong or agile style movements. We used a mix of Wave Crash and Double-Edge as they both deal recoil damage.
Our first Basculin took 267 damage before being told we could evolve it. The second Basculin took 296 damage. The third took 302 damage before we got the evolution prompt. Each attack dealt about 15-20 recoil damage to our Basculin.
We fought weak Pokémon so our Basculin could hit any opponent with one hit with its recoil-causing attack. Basculin #1 required 10 fights to evolve, Basculin #2 required 14, and Basculin #3 required 16.
