After you clear your first shrine, you’ll get a handful of them Katashiro, but they fill up quickly. You can empty them at a phone booth, but if you want to expand your soul storage capacity, you can go to any shop on the map. From there you can buy more katashiro from the cat dealers.

The price for more can be steep, at $3,000 for one, so don’t buy too much soon. Once you get more cash from side quests and the like, you can really stock up.
You don’t necessarily need more Katashiro to advance, but having more comes in handy as you don’t have to stop at phone booths as often.
