Now thanks to a post from the official PlayStation blogwe learned more details about it and the reason why it will not reach the last generation console.

Game director Mathijs de Jonge explains that in the base game they couldn’t harness the full power of Sony’s latest console because for everything they added or augmented they had to have a plan to optimize it on PS4. By designing the Los Angeles ruins from the DLC without worrying about it, they were able to add levels of detail that require a great deal of processing power and fast streaming technology.
As examples, de Jonge mentions that one of the settlements is located in and around those detailed ruins and they were able to put a lot of activity into it. He also says that there is a specific combat scene that requires a lot of memory and processing power that simply would not have been possible on PS4.
