Recycling bins are located in residential services and will naturally fill up over time. After a successful visit from Gulliver, there will usually be a rusty part waiting for you.
Check back regularly to make sure you don't miss anything in the recycling bin. After being filled, Tom Nook began to destroy the oldest items there.
