Captain Barbossa can be found in Fortnite currently part of the Cursed Sails limited-time event.
You will need to speak to him to complete one of the quests in the third part of the Pirate Code in Fortnite which tasks you with listening to pirate tales from each of the pirates on the island.

You can find Captain Barbossa on a small island in the northwest part of Shipwrecked ShallowsWe have also marked its location on the map below for you:
To listen to a pirate tale from Barbossa, select the “!” icon when talking to him and he will tell you a short story.
Captain Barbossa also sells a variety of items, as well as a treasure map that will lead you to treasure buried somewhere on the island. Be careful when talking to him, however, as this island is quite exposed and is frequently ambushed by other squads.
