“Friendship is bubbling” is one of the quests you can complete as part of the Lucky Fishing Day event in Infinite Nikki.
Although you may have difficulty start “Friendship is bubbling” if you haven't already completed another Infinity Nikki quest in the Leisurely Anglers area. If this is you, be prepared to do a little extra work!

How to start Friendship is Bubbling in Infinity Nikki
There are two important facts to note before starting the “Friendship Boils” quest in Infinity Nikki. The first is that it's part of the Lucky Fishing Day event, so you need to complete it before Thursday January 23 if you want to earn its rewards.
The second is that you must have completed the “Thank you! The Fish Knight's quest. This is because the characters involved in this quest are part of “Friendship Boils”. We have a “Thank you!” Fish Knight walkthrough if you want a hand with this quest.
Once you're done “Thank you!” Fish Knight”, it's time to start “Friendship is bubbling”.
Walkthrough of Friendship is Bubbling in Infinity Nikki
To start “Friendship is Bubbling” in Infinity Nikki, you need to talk to Pepo at Leisurely Anglers. He can be found standing near the main building (usefully near where you spoke to him during “Thank You! Fish Knight”).
Pepo will explain that Polly is having trouble creating a dress inspired by pink ribbon eels and Nikki, of course, offers to help. However, despite what the dialogue might suggest, you don't need to change your outfit just yet. Instead, the first step is to head to Polly – she's north of Leisurely Anglers, just south of the bridge leading to Florawish.
Chat once you find her and, after this first conversation, you can participate in a Style Challenge with her. Although you can only do this during the day, so make sure you arrive at the right time.
The recommended style theme for this style challenge is “Sweet” and “Cute”. Use the filters to find clothes you own that match these criteria and select the clothes with the highest score. The main focus here is “soft” clothing, so don't worry too much if you don't have clothes that meet both criteria.
We successfully met the challenge by wearing the Sweet Jazz Nights outfit. We currently have this outfit at level 4, and judging by the score we got, it was more than enough to complete the challenge. This means you should be able to complete it easily even if you don't have a complete Sweet 4 Star outfit.
After successfully completing the style challenge, you now need to take a photo of Polly and Pepo. We found it was easier to take this photo once we had hidden Nikki using the photo settings.
After taking the photo, return it to Polly and the quest will end! For completing “Friendship Boils” you will receive 40 Diamonds, a 1000k Pink Ribbon Eel, 150 Shiny Bubbles, and 30,000 Bling.
