Apple wants to show that it still retains one of its main advantages over Android: not being terribly fragmented between its versions. The company has updated its developer website stating that iOS 15 is live on 63 out of 100 active devices. On October 1, this percentage was three times lower.

Another figure given by Apple is that if you only count devices launched in the last four years, the percentage of them that already have iOS 15 installed rises to 72%. Successively, 26 and 30% of devices on these two scales continue to use iOS 14. These are the devices that are still awaiting update.
There are now only 7% of devices that are using iOS 13 or an earlier version of the system, 2% if you only count devices from the last four years. It can be seen as something residual.
Remember that the automatic updates of iOS 15 are more discreet: from iOS 14 it started with a simple alert at the bottom of the page, giving you the possibility of continuing to use iOS 14 in case you do not want to be a early adopter of the new version.
