From Spotify they plan to introduce a new feature for voice performance on your iOS and Android mobile applications.
It looks like this feature will allow users to play songs, albums, Sotify playlists and maybe search for songs. But voice activation will only work if the application is open.
"If enabled, Spotify will listen to Hee Spotify when the app is open and on your screen."

Spotify activates Hey Spotify voice activations.
It is important to mention that, at present, the work is in the period of trial. That is, it is not officially available to all users. More it is not known whether or not Spotify will decide whether to open the functionality of the Voice "Hey Spotify" (which may be translated as "Hey Spotify" in Spain). In addition, software developers can change some aspects of this functionality before it can reach all viewers.
Users must accept the necessary permissions for Sotify to access the microphone and see their voice.
