The scene was actually shot, but due to budget concerns and not wanting to make the film too long, Joe Russo (one of the two directors) wanted to delete it. Jim Starlin says:

A month before the film was released, I received an email from Joe Russo stating, “We had to cut the 45 minutes of Thanos at the beginning of Infinity War.” They filmed it, but they didn’t want to spend more money to add the special effects and they didn’t want the movie to be as long as Endgame. You didn’t think Infinity War would be such a hit.

This famous scene could have made it possible to learn more about Thanos and, above all, to better understand how the great evil got hold of one of the stones so quickly. It’s always a shame to hear about the removal of such a long scene, especially since it doesn’t feature at all in the film’s bonuses and nobody had mentioned it before.
