A Skrull in the Avengers?!
In an article published on the Marvel website, Kevin Feige, head of Marvel Studios explains:
We needed a character that you wouldn’t expect to be a Skrull. Don (Cheadel, James Rhodes actor) agreed to play and reveal a different side of Rhodey and reveal that yes Rhodey was a Skrull.
When we have great actors like Don who have been with us for so many years, we treat them as partners in the creative collaboration. We introduced Don to this concept early on and he was very excited to be able to play with facets of Rhodey that we hadn’t seen before.

So, The whole game for MCU fans is trying to figure out how long James Rhodes hasn’t been who you think he is. For some, it predates the events of The Falcon and the Winter Soldier, where we learn that the colonel has become a politician rising in the ranks of the American government. This would imply that American institutions have been infiltrated by aliens, which is the main theme of the series.
