What is a tilt shift effect?
In reality, this effect is created using a tilt-and-shift lens. In simple terms, the lens and image plane can be moved and swiveled independently of one another. This can be used to evenly focus an entire photo, but it also allows artificially to achieve a miniature model effect by broadening the perspective.

Red Dead Online Guides explains how this effect was created in the game via Reddit. Since Red Dead 2 does not currently have a Rockstar Editor in the style of GTA 5, the Youtuber had to use the Open camera mod and a trainer
He hides the character via the mods and zooms far out of the picture in order to then create the desired effect via zoom and perspective. He then edited the material in Adobe Premiere to further enhance the toy effect through higher color saturation.
